It makes them easy to spot as an authority figure -- after all, the elementary kids don't know all the teachers, and might have trouble recognizing the official adult from just any parent wandering around herding three kids to an afternoon activity.
Once in a while, they need to be at the edge of traffic and keep the kids from getting into the road; the vest is visibility protection for them.
